So far the Karmic rc I have tried look like 9.04 so I suspect they will not release the new themes etc until it gets closer to final release. The main man at Canonical seems committed to making Ubuntu work and look good. He (I believe rightly so) believes design and usability are linked (Apple sure taught us that is true) - Karmic will give us a good feel for the direction they are going.
